Manila, 10 May 2022 – Secretary of Foreign Affairs Teodoro L. Locsin, Jr. leaves for Washington D.C. today to represent the President as Head of the Philippine Delegation to the ASEAN-U.S. Special Summit on 12-13 May 2022.
Secretary Locsin is expected to join ASEAN leaders in a number of events hosted by U.S. President Joseph Biden, Jr. and other U.S. government officials during the two-day Summit that aims to enhance and chart the future of ASEAN-U.S. cooperation focusing on areas like pandemic recovery, health security, maritime security, climate change, clean energy transformation, digital economy, trade, and sustainable infrastructure, among others.
Secretary Locsin’s participation in discussions with ASEAN leaders and U.S. President Biden, U.S. Vice President Kamala Harris, members of the U.S. Congress, as well as the U.S. business sector, will reaffirm the Philippines’ commitment to collaborate with its neighbors and partners for a sustainable post-pandemic recovery and lasting peace and security in the region.
The ASEAN-U.S. Special Summit in Washington D.C. is the second special summit hosted by the United States since it became ASEAN’s dialogue partner in 1977, making it a momentous occasion celebrating 45 years of ASEAN-U.S. partnership. END

10 May 2022. - Ambassador/Permanent Representative of the Philippines to ASEAN Noel Servigon participated in the 16th Committee of Permanent Representatives to ASEAN Plus Three Meeting on 10 May 2022 at the ASEAN Secretariat in Jakarta.
During the meeting, Permanent Representative Servigon stressed the importance of educational cooperation and student exchanges among ASEAN Plus Three countries, and encouraged the speedy implementation of the ASEAN Plus Three Student Camp and International Seminar: “East Asian Studies at Major Universities.”
ASEAN Plus Three Countries conveyed their respective priorities for further cooperation under the ASEAN Plus Three mechanism, ranging from areas such as economic and financial resilience; food security; digital economy, micro, small and medium enterprises; public health cooperation; climate change; connectivity; and sustainable development, among others.
The ASEAN Plus Three is a mechanism for ASEAN Member States to pursue cooperation and enhance linkages with the Plus Three Countries, namely, China, Japan, and the Republic of Korea. END.

PASAY CITY 05 May 2022 – DFA Assistant Secretary for ASEAN Affairs Daniel R. Espiritu joined the first ASEAN Joint Consultative Meeting (JCM) under Cambodia’s ASEAN Chairmanship this year, held on 20 April 2022 via video conference. The meeting was chaired by Madame EAT Sophea, Cambodia’s Secretary of State and Senior Officials’ Meeting (SOM) Leader.
The SOM Leaders from the ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC) Pillars discussed various issues which centered on updates on ASEAN priorities and the progress of the Chair’s deliverables for 2022, ASEAN Connectivity, and Cross-Sectoral and Cross-Pillar Coordination. Updates on ASEAN Partnerships with Sectoral Dialogue Partners and Development Partners, as well as progress under the ASEAN SHIELD Initiative were also discussed.
"The Philippines is pleased to note the key deliverables which Cambodia has identified under its Chairmanship of ASEAN this year, which includes climate change and biodiversity, regional plan of action on Women, Peace, and Security and online child protection, frameworks on promoting digital start-up in ASEAN, sustainable tourism development, as well as supporting the cultural and creative economy, among others." Assistant Secretary Espiritu added that the Philippines "view[s] this as a recognition of emerging concerns that warrant the collective attention and action by ASEAN. "
The meeting participants also welcomed the inaugural meeting of the High-Level Task Force (HLTF) for the ASEAN Community Post-2025 Vision, which was held on 31 March-01 April 2022. The HLTF was urged to keep the core elements visionary, innovative, and strategic to help ASEAN Leaders see through the challenges ASEAN is facing.
The JCM is a bi-annual ASEAN mechanism undertaken at the SOM level to provide updates on the Chair’s priorities for the year and discuss programs and deliverables of ASEAN across all pillars. END

Ambassador Servigon engages in an animated conversation with New Zealand Ambassador to ASEAN Stuart Calman during the latter’s courtesy call held at the Philippine Mission to ASEAN Chancery.
10 May 2022, Jakarta - The newly-arrived Ambassador of New Zealand to ASEAN, Mr. Stuart Calman, paid a courtesy call on Ambassador Noel Servigon, the Philippines’ Permanent Representative to ASEAN at the Philippine Mission Chancery in Jakarta.
They exchanged views on issues of mutual interest to ASEAN and New Zealand including the situation in the Western Pacific, the recently-concluded elections in the Philippines, Timor-Leste’s application for membership in ASEAN, the situation in Myanmar and ASEAN-New Zealand cooperation activities.
Ambassador Calman emphasized that among New Zealand’s priorities is climate change cooperation with ASEAN. Ambassador Servigon suggested for the New Zealand Ambassador to visit the ASEAN Center for Biodiversity in the Philippines and meet with its officials.
Ambassador Calman is a career public servant and diplomat who took up his role as New Zealand Ambassador to the Association of South East Asian Nations (ASEAN) on 7 April 2022. Since joining the Ministry of Foreign Affairs and Trade (MFAT) in 2013, he has held leadership roles in the Pacific and Development Group of the Ministry. He has extensive experience in energy, climate change and development issues. He has previously been posted to Canberra and, most recently, as Deputy Head of Mission in Beijing, China. END.

MANILA 04 May 2022 – The Department of Foreign Affairs (DFA) convened the ASEAN Matters Technical Board (AMTB) on 29 April 2022 at the Citadines Bay City Manila, Pasay City, to discuss Philippine priorities and interests in ASEAN and share developments under the three ASEAN Community Pillars.
Assistant Secretary for ASEAN Affairs Daniel R. Espiritu, who chaired the meeting, welcomed 104 participants from 51 agencies, including Assistant Secretary Allan Gepty of the Department of Trade and Industry (DTI) and Assistant Secretary Noel Macalalad of the Department of Social Welfare and Development (DSWD).
The DFA Office of ASEAN Affairs briefed the meeting on political-security developments and external relations of ASEAN, while DTI and DSWD delivered presentations on ASEAN economic and socio-cultural issues, respectively.
"Our previous AMTB Meetings were very fruitful and productive even in their virtual format, and now that we are meeting in-person, we are sure this will enhance the effectiveness of our interactive discussions," said Assistant Secretary Espiritu.
The Philippine Permanent Representative to ASEAN Ambassador Noel Servigon and Philippine Eminent Person to the High Level Task Force (HLTF) on the ASEAN Community’s Post-2025 Vision, Ambassador Elizabeth P. Buensuceso, also delivered keynote messages. Ambassador Buensuceso briefed the meeting on the highlights of the first HLTF meeting in Jakarta recently, including the HLTF’s work on charting the future directions of ASEAN.
Through productive per-pillar brainstorming sessions, the meeting was able to produce inputs to the initial matrix of Philippine priorities for the ASEAN Community’s Post-2025 Vision.
This is the 33rd AMTB Meeting organized by the Department of Foreign Affairs and the first one to be held in-person after a two-year disruption caused by COVID-19. END
