Mr. President,
The Philippines votes Yes to the UNGA resolution and expresses explicit condemnation of the invasion of Ukraine. No one can trust news reports of casualties on either side but 14,000 have been killed since 2014. In the current fog of lies, we have yet to determine the true casualties on both sides. We appeal for the protection of civilians and civilian infrastructures. We strongly urge the cessation of hostilities; but while an offense can be stopped at will the defense cannot rest until the offense stops.
We call for massive assistance commensurate with the growing humanitarian crisis and echo the UN Secretary General’s appeal for respect of humanitarian principles to protect civilians and civilian infrastructures in Ukraine. Safe access to humanitarian assistance must be assured by the most effective means.
The principle of sovereignty and the sovereign equality of States is enshrined in the UN Charter. All States enjoy the right to full sovereignty in all their areas of jurisdiction. The Charter of the UN requires sovereign states to refrain from the use of force against the political independence and territorial integrity of any state. We especially condemn the use of separatism and secession as a weapon of diplomacy for inviting and inflicting terrible cruelties and indiscriminate killings far in excess of that of any other kind of conflict. We saw this in the Balkans and in Africa. We strongly urge resort to the 1982 Manila Declaration on the Peaceful Settlement of International Disputes. It will at least halt the ongoing tragedy for a while. END

Pasay City, 23 February 2022 – Secretary of Foreign Affairs Teodoro L. Locsin Jr. highlighted Philippine priorities on maritime security cooperation in ASEAN during the ASEAN Foreign Ministers’ Retreat held in Phnom Penh, Cambodia on 17 February 2022.
Attending the first meeting of ASEAN Foreign Ministers for the year under Cambodia’s chairmanship, Secretary Locsin spoke on these priorities, highlighting maritime security cooperation as a key interest for the Philippines owing to its being an archipelagic state.
Secretary Locsin called on ASEAN to remain united in pushing for peace in the South China Sea.
“We want an early conclusion of an effective and substantive Code of Conduct in the South China Sea that excludes no country or power in the rest of the world…We appreciate initiatives to finally advance the negotiations beyond the provisional approval of the Preamble,” he said.
Secretary Locsin also said the 20th Anniversary of the Declaration on the Conduct of Parties in the South China Sea this year should be commemorated in conjunction with the 40th anniversary of the 1982 UNCLOS, as the two landmark documents are fundamentally and inextricably linked.
He said UNCLOS and the 2016 Arbitral Award both provide legal clarity to all nations, and that these landmark documents “are not just beacons but the only coordinates pointing to a just and fair solution to disagreements.”
Secretary Locsin also announced the Philippines’ offer to chair the 12th ASEAN Maritime Forum (AMF) and the 10th Expanded ASEAN Maritime Forum (EAMF), both slated in late 2022.
The AMF was established in 2010 as a venue for dialogue on a wide range of maritime issues, such as maritime security trends, maritime cooperation, maritime domain awareness, and maritime environmental protection, among others. In 2012, the Philippines was inaugural chair of the EAMF, which serves as a venue for ASEAN and its Dialogue Partners to discuss maritime issues.
Secretary Locsin said that the Philippines is willing to act as shepherd for initiatives and engagements on maritime cooperation with other ASEAN Member States and Dialogue Partners under the ASEAN Outlook on the Indo-Pacific.
Secretary Locsin also spoke on the political crisis in Myanmar, and welcomed the appointment of Cambodian Foreign Minister Prak Sokhonn as the new ASEAN Chair’s Special Envoy on Myanmar.
He reiterated his call for constructive dialogue that involves all parties concerned.
“The dialogue must include all, not just a select few. Most especially it must include Daw Aung San Suu Kyi and President Win Myint. It should be a genuine dialogue and not a ventriloquist act,” he said. END

JAKARTA, 9 February 2022 – The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) are pleased to announce the opening of the call for applications for the 2nd edition of the EU – ASEAN Young Leaders Forum, “Scenarios for the Future of EU-ASEAN Relations” #EUASEANYOUTH2022.
Young people represent more than 30% of the European population and 34% of ASEAN population. Since both the EU and ASEAN will designate 2022 as the Year of Youth, this Forum will bring together young leaders of both regions to connect with a global network of policymakers, diplomats, international development experts, entrepreneurs, and other inspiring leaders.
On this occasion, EU Ambassador to ASEAN Igor Driesmans said: “In 2022, the EU and ASEAN mark the 45th anniversary of their partnership. Over these years, EU-ASEAN relations have grown into strong, multifaceted and comprehensive Strategic Partnership. Building on this momentum, we look to the next generation of leaders from across the EU and ASEAN to share their ideas and hopes for the future. With this in mind, the EU is pleased to organise this year, in cooperation with ASEAN, a new edition of the EU-ASEAN Young Leaders Forum.”.
Secretary-General of ASEAN, Dato Lim Jock Hoi, also said: “As strategic partners, ASEAN and the EU continues to enjoy a long-standing and robust relationship, with cooperation expanding in many areas in the past 45 years. This includes promoting initiatives in strengthening youth engagement and people-to-people connections such as the EU-ASEAN Young Leaders Forum. I believe that the youth should play a larger and meaningful role in building a more participatory, inclusive, sustainable, resilient, and dynamic global community. To foster stronger ties between ASEAN and EU, it is important for the youths of ASEAN and Europe to learn from each other and develop networks for collaboration.”
Young people aged 20-35 from the European and Southeast Asian business communities, academia or civil society organisations can submit their candidacy online until 4th March and be part of an exciting programme which will run between March and October 2022. The programme will combine online and hybrid sessions, with a series of capacity building programmes run by renowned experts, where youth will develop skills for problem-solving through critical strategic thinking, teamwork, policy research and proposition.
Participants will have the chance to make their voices heard by putting forward their proposals and taking part in shaping the future of EU-ASEAN relations. Young Leaders from EU and ASEAN will present a set of strategic policy recommendations to Leaders at the EU-ASEAN 45th Anniversary Summit in late 2022.
The forum is organised in partnership with the ASEAN Foundation, Konrad-Adenauer-Stiftung (KAS), College of Europe in Bruges and in Natolin, Asian Vision Institute and the New Horizon Project.

Enhancing cooperation between the EU and ASEAN, who became Strategic Partners in 2020, remains at the top of the agenda for both sides.
The ASEAN Senior Officials Meeting on Youth acknowledged this initiative for its alignment with the implementation of ASEAN Work Plan on Youth 2021-2025, particularly in fostering ASEAN awareness, values and identity through students/youth exchange and leadership programmes, in collaboration with youth from ASEAN Dialogue Partners.
