JAKARTA, 27 October 2022 – Foreign Affairs Secretary Enrique A. Manalo took part in a Special ASEAN Foreign Ministers’ Meeting (AMM) at the ASEAN Secretariat in Jakarta, Indonesia on 27 October 2022. 

The Meeting evaluated the limited progress in the implementation of the Five-Point Consensus, which was reached during the ASEAN Leaders’ Meeting held on 24 April 2021. ASEAN Member States, including Myanmar’s military government, agreed on the consensus to settle the political crisis in Myanmar. The Meeting also discussed the representation of Myanmar in ASEAN meetings. 

In preparation for the 40th and 41st ASEAN Summits in Phnom Penh, Cambodia on 11-12 November 2022, the ASEAN Foreign Ministers also considered recommendations for elevation to the ASEAN Leaders in response to the situation in Myanmar. 

Prior to the Special AMM, Secretary Manalo had a bilateral meeting with Deputy Prime Minister and Foreign Minister Don Pramudwinai to discuss bilateral relations and possible ways forward on the implementation of the Five-Point Consensus. END

26 August 2022, Jakarta – In celebration of the 55th Founding Anniversary of Association of Southeast Asian Nations (ASEAN) the Permanent Mission of the Philippines to ASEAN organized a symposium entitled, “Why ASEAN Matters” on 26 August 2022 at the Mission’s premises.

In her opening remarks, Charge d’Affaires, a.i. Elizabeth Te of the Permanent Mission of the Philippines to ASEAN highlighted that ASEAN is one of the cornerstones of the Philippines’ foreign policy. She said that the Philippines actively participates in shaping ASEAN’s regional agenda to contribute to the promotion of a more peaceful and stable Southeast Asia, and to help ensure that regional developments are in line with national priorities, including through the adoption of documents and agreements that promote the welfare of our citizens, including migrant workers.

Esteemed speakers from the three ASEAN Community Pillarspresented an overview of the relevance and impact of ASEAN to the ordinary ASEAN citizen from their respective community pillars.

Assistant Director Raymund Jose Quilop, Head of the ASEAN Secretariat’s ASEAN Political Security Community Analysis and Monitoring Division, focused on ASEAN as an institution, its resilience and continued relevance.  According to him, despite the difficulties and challenges, ASEAN serves as the glue that holds its members together and serves as the fulcrum of regional relations by serving as a platform for practical cooperation and  security dialogues not only for Southeast Asian nations, but also for competing regional powers.  According to Mr. Quilop, ASEAN is a robust eco-system with its own norms and has consistently dealt with emerging issues.  He, however, highlighted that while ASEAN should not be a panacea for all regional problems, Southeast Asia without ASEAN is unimaginable.

Mr. Jeremiah Reyes, Economic Official of the Permanent Mission of the Philippines to ASEAN, provided an overview of the ASEAN Economic Community and updates on the region’s progress, including overall economic growth, free trade agreements, and digital connectivity.  Mr. Reyes also discussed the roles of the Philippines in the ASEAN Economic Community, underscoring that micro, small and medium enterprises are at the front and center of the Philippines’ engagements in ASEAN.  Being the fifth largest economy in the world, he emphasized that ASEAN is too big to be ignored.

Dr. Ferdinal Fernando, Assistant Director and Head of the Health Division of the ASEAN Secretariat, highlighted that ASEAN’s Socio-Cultural Community (ASCC) Pillar is the “face of ASEAN” as it focuses on lifting the quality of life of all peoples in the region.  He gave an overview on ASCC Blueprint 2025, ASEAN’s efforts in promoting sustainable and human development goals and updates on ASCC sectoral cooperation that translates regional efforts that will be felt at the community level.  Dr. Fernando emphasized the value of transparency, accountability, trust and leadership in preparing for future challenges in ASEAN.

Among the issues discussed during the open forum were the tangible benefits enjoyed by ordinary ASEAN citizens, how ASEAN’s relevance may be communicated at the grassroots level, and the  measures put in place by ASEAN to cope with current and future health emergencies.

The face-to-face symposium at the Mission Chancery was attended by Philippine Mission to ASEAN personnel, representatives from the ASEAN Foundation, and students from Universitas Indonesia.

The symposium was also aired live via zoom and the Mission’s official Facebook page in which personnel and officials from  Philippine Embassy in Jakarta, Philippine Consulate General in Manado, Department of Foreign Affairs (DFA), Department of Education (DepEd), Department of Science and Technology (DOST), Department of Justice (DOJ), Maritime Industry Authority (MARINA), National Economic and Development Authority (NEDA), Securities and Exchange Commission (SEC) as well as the students and faculty members from University of the Philippines (UP), De La Salle College of St. Benilde, University of San Agustin, University of Santo Tomas (UST), and Universitas Gadjah Mada were able to participate. 9 August 2022, Jakarta – Filipino artist and 2022 ASEAN Artists Residency Programme (AARP) awardee Eunice Sanchez paid a courtesy call on Chargé d'Affaires, a.i. Elizabeth T. Te on 9 August 2022 at the Philippine Mission to ASEAN.

During the call, Ms. Sanchez explained that her artwork, Pugad, engages with the necessity of movement and migration that is ingrained in human history. “I wanted something that will depict how paglisan (leaving) is natural to mankind but there is also the irony of how we attune to the idea of home, of how we’re always seeking the familiar".

Chargé d’Affaires, a.i. Te congratulated Ms. Sanchez for the honor that she brought to the Philippines as her artwork, along with that of Malaysia’s Saiful Razman, was unveiled during the Artwork Handover Ceremony at the Gallery of the ASEAN Secretariat during the 55th Founding Anniversary of ASEAN on 8 August 2022.

Miss Sanchez and fellow awardee Saiful Razman of Malaysia spent one month in Sharjah, United Arab Emirates as 2022 ASEAN Artists Residency Awardees. During her residency in Sharjah, Miss Sanchez produced an artwork entitled “Pugad” (Filipino for “nest”), which delves on human diaspora. The artwork is an assemblage of cyanotype prints and fabric pieces hand-stitched together to create a personal cartography.

The ASEAN Artists Residency Programme, in partnership with Maybank Foundation and the Sharjah Art Foundation, received more than 60 applications from young emerging artists based in 10 Southeast Asian nations. The artists were selected based on the strength of their proposals and the potential of the residency to support the growth of their careers.

Miss Sanchez, a visual artist who works for the Ayala Museum in the Philippines, works primarily with photography and alternative photographic processes. She has mounted several exhibitions in both the Philippines and abroad. She published a photography book which earned the silver in the International Photography Awards-Philippines in 2017. (END)

Why ASEAN Matters

In celebration of the 55th Founding Anniversary of ASEAN, the Permanent Mission of the Philippines to ASEAN invites you to the symposium, “Why ASEAN Matters” on Friday, 26 August 2022 at 1330H (Jakarta Time) / 1430H (Manila Time).

The symposium seeks to promote greater awareness about the relevance of ASEAN as a regional organization to the peoples of ASEAN.

PHNOM PENH 08 August 2022 – DFA Undersecretary for Bilateral Relations and ASEAN Affairs Ma. Theresa P. Lazaro raised Philippine priorities, including the assertion of the Arbitral Award in the South China Sea, during the 55th ASEAN Foreign Ministers’ Meeting and Related Meetings held in Phnom Penh, Cambodia from 30 July to 05 August 2022.

Undersecretary Lazaro represented Secretary for Foreign Affairs Enrique A. Manalo during the foreign minister-level meetings. She is the Philippine Leader to the ASEAN Senior Officials’ Meeting.

The meetings allowed ASEAN Member States to discuss issues of common concern with each other and with external partners, including, among others, the situation in the South China Sea, the crisis in Myanmar, pandemic recovery, situation in Ukraine and cross-strait developments, as well as traditional and non-traditional security issues, such as climate change, terrorism and cybersecurity.

Apart from the 55th AMM, other foreign minister-level meetings included the Post-Ministerial Conferences with Dialogue Partners, the East Asia Summit (EAS) Foreign Ministers’ Meeting, the ASEAN Plus Three (APT) Foreign Ministers’ Meeting, the 29th ASEAN Regional Forum (ARF), and the ASEAN Foreign Ministers’ Interface Meeting with the ASEAN Intergovernmental Commission on Human Rights (AICHR).

During the 55th AMM, Undersecretary Lazaro reiterated that the Arbitral Award and the 1982 UNCLOS are the twin anchors of policy and actions of the Philippines on the West Philippine Sea.

She said that while the Philippines remains committed to efforts within ASEAN to resolve the South China Sea disputes, it is taking note of the growing list of countries supporting the Award.

Undersecretary Lazaro expressed hope that the new EAS Plan of Action (2023-2027), which is still undergoing negotiations, will continue the momentum of identifying concrete ways to address pressing regional and global challenges, such as public health emergencies, climate change, and emerging opportunities in digital technologies, among the new generation of issues.

She also announced the Philippine hosting of the EAS Workshop on Maritime Cooperation in Manila in September, underscoring that “Maritime cooperation will remain at the heart of Philippine initiatives in the East Asia Summit.”

As country coordinator for ASEAN-European Union (EU) Dialogue Relations, Undersecretary Lazaro co-chaired the Post-Ministerial Conference with the EU. The Meeting adopted the Plan of Action to Implement the ASEAN-EU Strategic Partnership (2023-2027) and approved the convening of the ASEAN-EU Commemorative Summit on 14 December 2022 in Brussels to mark 45 years of ASEAN-EU Dialogue Relations.

She also delivered ASEAN’s Common Statement on ASEAN-EU Dialogue Relations, which highlighted cooperation in cybersecurity, maritime security, trade, connectivity, COVID-19 pandemic response and post-pandemic recovery, environmental protection, and addressing climate change.

During the 29th ARF, Undersecretary Lazaro highlighted the importance of the forum as a platform for dynamic cooperation on global issues. END
