Philippine Vice President and concurrent Secretary of Education Sara Duterte assumed the presidency of the Southeast Asian Ministers of Education Organization (SEAMEO) Council on 8 February 2023. During the handover ceremony, Vice-President Duterte said there is a need to act urgently to address learning poverty.  She cited a UNICEF report which stated that over half of 10-year-olds in low and middle income nations are unable to read and comprehend a story.
