REQUEST FOR QUOTATION

 

            The Permanent Mission of the Philippines to ASEAN, through its Bids and Awards Committee (BAC), is pleased to invite you to submit an Open Quotation for the provision of Comprehensive Pests, Termites, and Rodent Control Services subject to the General Conditions stated herein, on or before 5:00 PM, Friday, 09 May 2025, described as follows:

General conditions:

 

  1. Prices should be inclusive of all relevant taxes and charges;
  2. Prices shall be quoted in Indonesian Rupiah (IDR) and payment will be made also in IDR;
  3. The bidder must submit the following documentary requirements:
  1. Business permit
  2. Income tax returns
  3. Company profile
  1. The BAC reserves the right to request for or waive any documentary requirement taking into consideration the usual trade and business practices being observed in Indonesia in accordance with Government Policy Procurement Board (GPPB) Resolution No. 28-2017;
  2. This Request must not be taken as a guarantee that the Mission shall enter automatically into a contract; and should a contract be entered into, this will in no way be construed as a waiver of the Mission’s sovereign immunity;
  3. The bidder that submits the Lowest Calculated and Responsive Bid shall be awarded the contract subject to the best interests of the Philippine Government.

TERMS OF REFERENCE

PROJECT NAME         :                Procurement of Comprehensive Pests, Termites, and Rodent Control Services for the Permanent Mission of the Philippines to ASEAN

APPROVED BUDGET FOR THE CONTRACT     :           IDR 22,000,000

           

BACKGROUND

The Permanent Mission of the Philippines to ASEAN in Jakarta, Indonesia is in need of integrated pests, termites, and rodent control services to prevent health- and property-related problems caused by different types of insects and rodent.

           

OBJECTIVE

The objective of this undertaking is to ensure that the procurement of integrated pest-control services will come from a qualified and eligible service provider.

APPLICABLE RULES AND REGULATIONS

                       

The selection of a vendor for the project shall be done in accordance with Government Procurement Policy Board (GPPB) Resolution 28-2017 dated 31 July 2017 (Guidelines for the Procurement of Goods and Services, Infrastructure Projects, and Consulting Services to be Procured and Performed Overseas).

           

The Permanent Mission of the Philippines to ASEAN in Jakarta, Indonesia, by entering into a contract with the successful bidder, does not waive its sovereign immunity, as the project is being undertaken as an official act. In this regard, any conflict arising from the implementation of the project shall be resolved through negotiations.

SERVICES

The company shall provide the following:

  1. Conduct an assessment on the presence of pests (termites, ants, mosquitoes, flies, snakes) and rodents in the entire area (inside and outside) of the Mission;
  2. Present and explain the treatment procedures to be undertaken;
  3. Implement the treatment once a month for 12 months (May 2025 - April 2026);
  4. Conduct regular inspection and preventive maintenance services within a period of one (1) year to ensure success of the treatment in all covered areas and to undertake spot treatments, if necessary, at NO EXTRA COST to the Mission;
  5. Provide maximum available warranty period against termite re-infestation which is no shorter than one (1) year;
  6. Provide the technician, equipment, and chemicals to be used;
  7. Use only chemicals and pesticides which are compliant with relevant international health and safety standards;
  8. All chemicals and/ or solutions to be used shall not pose as a health hazard to the personnel of the Mission nor damage any equipment or premises;
  9. All safety precautions shall be strictly followed and observed in the application and handling of all chemicals and or solutions;
  10. Ensure that areas such as offices, including floorings, walls, office furniture, and fixture will have no stain marks or droplets of chemicals and or solutions, and;
  11. Present a detailed report to the Mission on all the procedures and treatments undertaken.

PAYMENT SCHEME

Payment shall be in accordance to the laws and regulations of the Republic of Indonesia. Preferably, a one-time payment will be made within thirty (30) days from the date of receipt of the official invoice.
